SHRI AMAR PATNAIK: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the details of roads in Odisha that have been approved in-principle for declaration as National Highways during last three years; (b) the present status of these projects and budgetary allocations towards the same; (c) whether it is a fact that Government has introduced any innovative revenue models to finance the development of roads in the State of Odisha, if so, the details thereof; and (d) if not, the reasons therefor? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (d) The Ministry considers declaration of some state roads as National Highways (NHs) from time to time on the basis of requirement of connectivity, inter-se-priority and availability of resources. The length of NHs in the State of Odisha has been increased from approximately 4,550 km in April, 2014 to about 5,762 km at present. About 1,817 km length of State roads in the State of Odisha were approved “InPrinciple” for declaration as NHs subject to the outcome of their Detailed Project Reports (DPRs), year-wise details of which are as follows:- Year Length (km) 2015-16 902 2016-17 831 2017-18 84 2018-19 NIL Out of the above, about 285 km length of State roads in the State of Odisha have been notified as NHs. Development and maintenance of NHs, including newly declared NHs, is a continuous process. Works on the NHs are accordingly taken up as per inter-se-priority, traffic density and overall available resources to keep the NHs in Traffic worthy conditions. Various sources of financing NH projects in the Country, including that in the State of Odisha, includes budgetary allocations [comprising of NHs share of Central Road and Infrastructure Fund (CRIF) Cess, Toll remittances, Toll-Operate-Transfer (TOT), etc,], Internal and Extra Budgetary Resources (IEBR) of NHAI, Private sector funding, etc.
